Since its creation in 2009, ALIMA has treated more than 3 million patients. Today ALIMA works in 10 countries in Western and Central Africa. In 2018 we plan to work in 41 projects including 10 research projects focusing on malnutrition, Ebola and Lassa fever. All of these projects will support national health authorities through more than 320 health facilities (including 28 hospitals and 294 health facilities). Alima intervenes in response to humanitarian crises and patients are at the heart of all our actions. We work in partnership whenever possible to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world.
ALIMA’S TEAM: more than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 3 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

Emergency and new countries unit
Since the creation of the Unit: emergencies and new countries in 2016, the team have run explo missions or open new missions for ALIMA in Nigeria, South Sudan, Tanzania, Cameroon and Mauratina. The main objectives of the service includes:
● Response to new medical / nutritional emergencies in zones where ALIMA is not currently present
● Opening of new countries
● Providing support to regular ALIMA missions
● Epidemic and sanitary surveillance
● Monitor world humanitarian contexts
THE POSITION SURROUNDINGS
POSITION LOCATION: This role will spend 60% of the time in the field and 40% in Dakar, this can change according to the needs of the unit.
YOU WILL BE WORKING WITH:
● Hierarchically, you will report to the Leader Operational Development, based in Dakar
● Manages the unit team as explained above
● When in country on mission you will be responsible for designing, managing and delivering ALIMA operations while also representing the organisation in country
● Providing support to the broader organisation on strategic issues and development by supporting the Leader of Operational Development
RESPONSABILITES PRINCIPALES
Le coordinateur service urgences et ouvertures, est responsable pour ALIMA d’organiser la veille, l’analyse, la documentation des données sanitaires d’alertes d’urgence (soudaines ou en suivies) en partenariat avec les programmes existants et dans le contexte humanitaire global. Il priorise les besoins et il est force de proposition pour des évaluations et ensuite des interventions d’urgences.
Suivant les objectifs opérationnels d’ALIMA, il construit l’analyse grâce à une méthode claire et scientifique des besoins afin de proposer des stratégies opérationnelles pour des ouvertures de nouvelles missions. Il effectue le développement de propositions de nouvelles missions dans un schéma clair de type gestion de projet en utilisant les méthodes d’analyse et d’organisation propre au domaine de la santé.
Pour cela il est en proche collaboration avec le Leader du Développement Opérationnel qui le supervise et les responsables de programmes DESK. Il coordonne l’équipe du service ouvertures/urgences.
Principales responsabilités et activités du poste:
● Il supervise l’organisation de l’information épidémiologique des situations sous suivi “alerte”, et communique de manière structurée et critique des rapports de veille sanitaires synthétiques, standardisés. Il effectue ce suivi et analyse en collaboration avec le responsable médical du service ouvertures et urgences.
● Ensemble avec l’équipe urgence/ouverture, il propose des stratégies d’interventions suite aux évaluations de terrains, par la production de l’ensemble des documents de projet nécessaires (narratif, RH, budget, annexes) et/ou de concept note, avec au besoin une adaptation en fonction d’éventuels bailleurs.
● Le coordinateur urgence/ouverture a pour responsabilité, le suivi des contextes, la mise en place et le suivi d’un réseau de contact sur les terrains ou nouvelle mission. Il organise sur base d’analyse de risques, les documents sécurité nécessaires à la mission et en correspondance total avec les exigences de l’organisation.
● Il coordonne l’ouverture sur le terrain des missions d’urgence ou de nouveau pays. A ce titre, il doit s’assurer que la charte ALIMA, le règlement intérieur et l’image soient respectés et communiqués vers le personnel national et international, la population, les autorités et partenaires.
● Il doit également s’assurer de la qualité du programme dans sa globalité réponde aux besoins des bénéficiaires (patients), il maîtrise notamment tous les indicateurs de son projet.
● Manager son équipe: planifier et organiser l’organigramme, planifier et répartir les tâches et la charge de travail entre les équipes, en coordination avec le responsable administratif et les gestionnaires d'activités (log, médical), en les guidant dans leurs réflexions sur les enjeux liés au projet et à la mission. assurer un déploiement efficace des ressources et la réalisation des objectifs attendus.
● Le coordinateur urgence/ouverture, doit manager et challenger ses responsables d’activité afin de conserver un regard critique aux moyens déployés de manières rationnelle, notamment dans le management du budget et des moyens logistiques, pour cela il encadre et s’assure du bon rapportage de ces activités vers le siège et de la conformité des règles financières d’ALIMA et en des bailleurs.

● Capable of leveraging the strengths and resources of the association and proposing strategies to achieve concrete goals
● Ability to create and manage complex networks and relationships at all levels
Not critical but do you have:
● Experience in donor management (ECHO, OFDA, DFID etc), including in the search for new funding
● Experience in Eastern, Western and Central Africa
● Knowledge of the aid environment and public health policies
You speak and write...
● Fluently in French and English, all others languages are an add-value: haoussa, arabic, swahili, etc.
CONDITIONS
Contract: 12 Months Contract, 1 month probationary period.
Starting Date: ASAP
Salary:
● Minimum net salary for non Europeans: 3174 Euros per month, social contributions and taxes are the direct responsibility of the employee
● Minimum gross salary for Europeans: 3248 Euros per month, social contributions are deducted from the gross salary by ALIMA and paid to the relevant administrations, taxes are the direct responsibility of the employee
Benefits:
● Travel costs between the employee’s country of origin and the different assignements (field and HQ);
● Five weeks annual leave per year
● Break every 3 months as per our break policy
● Perdiem during time spent in the field, NO perdiem in Dakar (HQ)
● Collective housing in the field and in Dakar (HQ)
● Medical cover insurance including repatriation insurance for the employee and her/ his dependents, as per the definition of our insurer.
