ALIMA in UKRAINE:
We will focus our efforts in the South of Ukraine to provide emergency primary health care and support to hospitals in the war zone of Mykolaiv Oblast and around. The main objective is to reduce the mortality and suffering among the population affected by the war in this area through 4 axes:
- Reduce the morbidity and mortality associated with chronic diseases and communicable diseases among the isolated population in Mykolaiv Oblast;
- Reduce the mental health burden through psychological care in Mykolaiv Oblast;
- Support hospitals in delivering trauma and intensive health care in Mykolaiv City;
- Ensure a rapid response mechanism to deliver health care support to affected population.
MISSION LOCATION:Kherson Oblast, Ukraine
FUNCTIONAL AND HIERARCHICAL LINKS:
- He/she reports to the Project Coordinator (Line Manager) and the Logistics Coordinator (Functional Manager)
- He/She manages the project's logistics staff (log base, supply, stock, external activities, log assistant, guards...)
- He/she collaborates with all other members of the mission
PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS:
Level 3: As part of his/her duties, the incumbent will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good character will be required. In situations where a criminal record check or character reference is not possible, a declaration on honour will be requested.
MAIN ACTIVITIES:
- In collaboration with the Project Coordinator and the Logistics Coordinator, planning, establishing and reviewing all the construction and/or rehabilitation activities in the project, including its budget, in order to identify and give a response to the needs of the mission and the targeted population;
- Monitoring and ensuring the implementation of the construction and/or rehabilitation activities in the project ensuring compliance to ALIMA standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programmes. This includes the following:
- Planning construction/rehabilitation projects to be performed in the mission, participating in the project design and development and ensuring that technical aspects are met and are in compliance with the local construction habits - Coordinating purchase orders related to the work activity and checking the materials in stock and warehouse inventory control - Participating in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments - Providing safety equipment for people who work in construction so as to ensure that all workers comply with safety standards
- In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator/administrator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area.
- Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility.
- Following up and reporting on the works' progress and on technical aspects of the work and participating in monthly reports according to guidelines (SitRep, Logistics Statistical Report, etc.)
- Performing delegated tasks according to his her speciality and as specified in his/her job description
EXPERIENCE AND SKILLS:
Experience:
- Experience in managing the logistics of medical projects
- Essential university or technical school diploma, desirable construction or engineering related studies
- Experience in a NGO of at least 3 years.
- Experience in team management and supervision
- Experience working with large institutional donors and knowledge of their rules and regulations
- Experience in development and implementation of efficient procurement systems, policies and procedures
- Computer skills (Word, Excel, Access, Outlook, PowerPoint, Google Suite)
Qualities of the candidate:

- Excellent ability to understand and follow medical procedures
Languages:
- Fluency in Russian or (preferably) Ukrainian is an asset
- English speaking, reading and writing is mandatory
CONDITIONS:
Duration and type of contract: French contract, 6 months
Starting position: ASAP
Salary: according to ALIMA scale + experience + per diem
ALIMA supports :
- Travel expenses between the expatriate's home country and the place of assignment
- Accommodation costs
- 2.08 days off per month
- Daily per diem
- Medical coverage from the first day of the contract to one month after the date of departure from the country of assignment for the employee and his/her dependents
- The break policy every 3 months (for 6 months of the mission)
- Evacuation for the employee
